BBC Gaza Film Deemed a 'Serious' Violation of Broadcasting Rules, States Broadcasting Watchdog

The BBC was found to have committed a "significant breach" of media regulations by failing to disclose that the voice of a documentary about the Gaza situation was the offspring of a Hamas administrator, as determined by regulatory body Ofcom.

An inquiry by Ofcom into the documentary titled Gaza: How to Survive a Warzone has found that the film was "materially misleading".

The BBC's director general had earlier expressed regret, saying there had been "a serious error in relation to truthfulness".

The authority has directed the corporation to air a peak-time statement about its findings.

"As this represents a major infringement of our code, we are ordering the broadcaster to transmit a statement of our determinations against it on BBC2 at nine o'clock in the evening, with a date to be determined," it said.

'Possibility to Undermine Credibility'

The authority's statement stated: "The inquiry we conducted found that the film's omission to reveal that the narrator's male guardian held a position in the Hamas-administered administration was substantially inaccurate.

"It meant that the audience did not have critical information which may have been highly relevant to their evaluation of the presenter and the information he shared.

"Credibility is at the heart of the relationship between a broadcaster and its audience, particularly for a state-funded media outlet such as the BBC.

"This error had the risk to undermine the significantly high degrees of confidence that audiences would have put in a documentary produced by the BBC about the Israel-Gaza war."

The film was removed from iPlayer in last February after the boy's familial connections were revealed, and in this past July an internal BBC review found it infringed the corporation's content policies on factual correctness.

A corporation official commented: "The authority's determination is in line with the results of the internal assessment, that there was a major oversight in the film in relation to the broadcaster's journalistic policies on truthfulness, which corresponds to clause 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we comply with the authority's determination in full. We will comply with the sanction as soon as the schedule and wording are finalised."
